Getting it
Kelp comes up while fishing, as a small additive catch on most casts. It does not replace your fish, it comes up alongside it. Higher fishing Mastery and a higher level Fishing Rod increase how much you reel in.
Used for
Kelp is a core upgrade material for tools, above all the Fishing Rod, the Watering Can, and the Foraging Basket.
